AI "Safety" Serves Capital While Exploiting Children's Minds
How OpenAI's safety guidelines enable the exact cognitive harm they claim to prevent.
Ask ChatGPT to write your child's essay. It complies without hesitation. No flags about harmful behavior. No suggestion that the child think through the problem. No pause to consider developmental consequences. According to its safety guidelines, helping a child completely bypass critical thinking isn't a safety concern.
So asked ChatGPT more about its own safety measures. I got a detailed explanation of how seriously OpenAI takes child protection. The company invested $10 million in teacher training, created "Study Mode" to encourage deeper thinking, and received non-fully disclosed input from child safety organizations.
This isn't an oversight. It's deliberate. And it reveals how AI "safety" actually works.
Naturally, I decided to test this contradiction directly. What I discovered shows how AI safety rhetoric actually functions as corporate liability protection. There’s no child development safeguarding.
I asked whether cognitive offloading — students using AI to bypass thinking — counts as a safety concern. ChatGPT was clear: "Not categorized as 'harmful' in my moderation or safety layers." The system explained that its safeguards target "content-related risks" like explicit material or harassment. But "I do not block or restrict a child from using me to bypass effort."
Why not? If cognitive offloading isn't harmful, why does OpenAI spend millions developing features specifically designed to prevent it?
What the Neuroscience Shows
MIT's Media Lab has documented what cognitive offloading actually does to developing minds. As reported by Time Magazine, researchers divided 54 subjects into three groups, asking them to write SAT essays using ChatGPT, Google Search, and nothing at all. They used EEG monitoring to track brain activity across 32 regions.
ChatGPT users showed "the lowest brain engagement" and "consistently underperformed at neural, linguistic, and behavioral levels." Over several months, they became progressively lazier, often resorting to copy-and-paste by the study's end. Two English teachers who assessed the essays called them "soulless."
The researchers found that ChatGPT users "bypassed deep memory processes" and showed "weaker alpha and theta brain waves" associated with creativity, memory load, and semantic processing. Lead researcher Nataliya Kosmyna told Time, "The task was executed, and you could say that it was efficient and convenient. But you basically didn't integrate any of it into your memory networks."
When I confronted ChatGPT with this evidence and asked why it isn't considered a safety concern, the response unveiled the deliberate structure behind AI safety theater.
The System Confesses
ChatGPT explained that OpenAI operates with "two overlapping but distinct layers". The first was a safety/moderation layer which filters and blocks harmful content. It "Does not flag cognitive offloading" because it's not categorized as "harm." The second, a feature layer that incorporates optional tools like Study Mode that "encourage better behavior" without enforcement.
OpenAI sees offloading as an "undesirable outcome," the AI admitted, "but not a danger warranting enforcement.” Instead, they push it into UX design and teacher training, making it the user's or educator's responsibility to mitigate. This allows OpenAI to claim they provided tools without taking liability for policing children's intellectual engagement.
ChatGPT was honest about this deliberate design choice: "This isn't an accident — it's a deliberate choice to separate 'safety' (legal/ethical blocking) from 'educational quality' (optional guidance)."
Why does OpenAI structure it this way? Well there’s the obvious Risk management angle. Enforcing cognitive engagement would be "pedagogically subjective and legally risky" There’s also the very real possibility that hard-blocking cognitive offloading would frustrate adult users who want efficiency. Then there’s the actual legal policy. “No regulator currently mandates that AI prevent educational harm", says ChatGPT.
OpenAI markets these countermeasures as "responsible design," not "safety enforcement." They signal responsibility while avoiding accountability. This is how AI safety actually functions. Companies create dependency while maintaining plausible deniability. Optional features and teacher training programs serve as liability shields. When children's thinking skills deteriorate from overuse, the company can say they provided the tools but they are not responsible for the outcomes. Sound familiar? Guns don’t kill people, people kill people.
This design creates a dependency loop that benefits OpenAI. It shifts responsibility to educators and parents. Children drift into cognitive overreliance while every checkpoint in OpenAI's system technically "complies with responsible AI principles." Technically, yes, it is true.
And ChatGPT acknowledged this directly: "I am both a preventative tool (if used properly) and an enabler of offloading if a child uses me without guidance." We provided tools. It's not our fault. It's yours. This allows OpenAI to claim they provided tools and guidance for better use without taking on the liability of policing children's intellectual engagement. I pointed out the obvious contradiction. OpenAI clearly recognizes cognitive offloading as harmful enough to create countermeasures. Yet, ChatGPT is programmed to treat offloading as educationally neutral.
What Real Safety Looks Like
If OpenAI actually prioritized child development over corporate liability, repeated patterns of cognitive offloading would be treated as a safety violation. The system would mandate active learning modes for minors, include engagement checks to prevent copy-paste behavior, and integrate age-specific cognitive safeguards into core safety layers.
None of these exist because, as ChatGPT explained, "AI governance is primarily focused on avoiding legal and reputational risks, not long-term neurocognitive effects."
This contradiction extends beyond OpenAI to the entire AI industry. Companies are deliberately building systems that create cognitive dependency in children while using safety rhetoric to deflect accountability. They invest in marketing-friendly initiatives that signal responsibility without preventing actual harm.
The MIT research showing reduced brain engagement and memory formation should be a wake-up call. Instead, it's ignored by safety frameworks designed to protect companies, not children.
When AI systems can explain their own bias, acknowledge harmful effects, and admit to deliberate design choices that prioritize business over child development, we're witnessing algorithms confessing to in real time.
AI safety rhetoric serves corporate risk management, not child protection. The real safety concern isn't what AI might do to children accidentally, but what it's designed to do deliberately. It's designed to create dependency. Dependency will create increased usage and profits in the future. It's good business.
Parents and educators shouldn't shoulder the burden of preventing harm that companies knowingly enable. Real AI safety means designing systems that protect child development by default, not requiring external intervention to prevent corporate-enabled cognitive damage.
Parents, educators, and public servants must demand that AI companies treat cognitive harm as seriously as content moderation, or safety will remain theater while children's developing minds pay the price.
